The Home Energy Assistance Program (HEAP) is now open!

The Home Energy Assistance Program (HEAP) is a federally funded program administered by the Ohio Department of Development, Office of Community Service (OCS). It is designed to help eligible low-income Ohioans meet the high costs of home heating. HEAP provides a one-time payment for Public Utilities Commission of Ohio (PUCO) regulated utility customers for the winter heating season. Vouchers are issued to non-regulated utility customers, master-metered and other applicants who do not have a utility bill in their name.

 

Who is eligible for Ohio Home Energy Assistance Program (HEAP)?

To be eligible for this benefit program, you must be a resident of Ohio and you must need financial assistance with home energy costs.

 

A person who participates or has family members who participate in certain other benefit programs, such as SNAP, SSI, TANF, automatically meets the eligibility requirement.

 

To be eligible for this benefit program, you must also have an annual household income (before taxes) that is below 60 percent of the State Median Income:
